Best AI app builder for non-coders: the shortlist of five options
No builder wins every job, so this shortlist groups five by how each one meters cost and who it suits. Each line gives a best use and one limit, read from the builder's own pages.
- Lovable: best for starting free, with a daily grant of build credits; on paid plans one credit balance pays for building, chat, hosting and AI features in your app. Limit: its FAQ says credits are not necessarily equal in value across plans.
- Base44: best for trying several small apps, since its Free plan lists up to five. Limit: it meters message credits and integration credits separately, and connected services bill you directly.
- Bolt: best for seeing the meter up front, since the Free plan lists 300,000 tokens a day and 1 million a month. Limit: free websites carry Bolt branding, and larger projects use more tokens per message.
- Replit: best for a hosted coding workspace with an agent, with plans built around chat time, projects and parallel agents. Limit: the pricing page read for this guide lists paid Core and Pro plans and Enterprise, with no free plan, plus pay-as-you-go effort-based pricing, and it says the agent may occasionally make mistakes.
- Overskill: best for a custom client portal, booking flow or team tool on fixed monthly credits with ZIP export. Limit: no free plan, and access runs through an invite list or checkout.
Criteria for choosing: meter, free start, hosting and export
Four questions separate these options more than any feature list does.
- How is work metered? Overskill and Lovable use credits, Base44 splits message and integration credits, Bolt counts tokens, and Replit plans pair agent chat hours with model credits.
- Can you start free? Lovable, Base44 and Bolt list a free plan. Overskill lists none, though new accounts start with 500 credits, and the Replit pricing page read for this guide lists only paid plans.
- What does hosting cost? Lovable says small apps are covered by the grant that comes with a subscription, and Bolt lists website hosting with a web-request allowance on each plan.
- Can you leave? Overskill lists a ZIP of code and data on every plan.
Security and testing: what a non-coder still has to check
Whatever you pick, you become the reviewer of code you cannot read. Overskill's terms say you are responsible for reviewing and testing generated code before deployment and that it does not guarantee output is free of security flaws.
A 2021 paper accepted at the IEEE Symposium on Security and Privacy tested GitHub Copilot on 89 scenarios and found about 40% of the 1,689 programs it produced to be vulnerable. That study covered a coding assistant, not these builders, and it is old, so it shows the risk rather than a rate for any one product. In practice: test sign-in, reload saved data, confirm two users cannot see each other's records and try a phone.
Switching and migration: what leaves with you
Export is where the options differ most on paper. Overskill lists a ZIP export on every plan, and says GitHub sync is rolling out. Lovable says you own your code and the projects you build. Base44 says two-way GitHub sync exports the full source code to your own repository.
The Bolt and Replit pricing pages read for this guide do not state an export route, so a project you may want to move is better started where the route is stated. Exporting files is also not the same as moving a running app with its data and services, so treat any move as a rebuild until proven otherwise.
Which option fits which buyer
Match the meter to how you want the bill to behave.
Pick Lovable or Base44 if you are unsure and want to try before paying. Pick Overskill if the app is one defined business tool and a predictable monthly credit allowance matters more than a free tier. Pick Bolt if you want a plain token count. Pick Replit if you want an agent inside a coding workspace.

The evidence behind this buying guidance
This guide draws on Overskill pricing page, Overskill home page, Overskill terms of service, Lovable pricing page. Merchant-controlled records describe the provider’s own capabilities, terms or standards; they do not independently validate those claims. Other cited records provide additional context. A different publisher or a research, regulatory or certification label does not by itself establish independence, relevance or product validation.
